About the Role Please note this role is part time at 0.6 FTE Geelong or Ballarat are available as work locations for this role. The Senior Scoping and Development Engineer is a position that sits in the Region and delivers high quality project scoping and development services for the region’s most complex projects based on transport needs identifies through strategic plans. This senior role ensures that projects are “delivery ready” and that all relevant DTP standards, project risks and project benefits are well documented in accordance with DTP Project Management Framework. Position Outcomes / Accountabilities Project Development of Complex Transport Projects – Technically fit for purpose projects are scoped, costed and presented in accordance with the DTP Project Management Framework. Stakeholder Management – The incumbent has identified and effectively engaged with all key stakeholders resulting in high levels of stakeholder satisfaction. Project Readiness – Complex transport projects are delivery ready and documented using the Project Management Framework. Team Cohesion – The incumbent has worked efficiently and has provided constructive contribution as part of a successful design team. Technical Leadership - being a senior technical role, the incumbent has provided effective technical leadership to guide and support junior members of the team ensuring staff are engaged with high levels of cohesion and commitment and are delivering on the services required. Promote and support safe, inclusive and flexible team operations. Key Selection Criteria To be successful in this role, the ideal candidate must have strong skills in building and maintaining partnerships, demonstrating commitment to co-creation, and facilitating discussions to reach decisions. They should possess advanced critical thinking, problem-solving, and project management capabilities, with experience engaging senior-level stakeholders and delivering sustainable solutions. Additionally, they must guide others in digital tools, understand IT impacts, and ensure customer-focused service delivery while managing associated risks. Personal Attributes On a personal level, the candidate will be focused on outcomes, ensuring their work and the team's delivery model create a positive community impact. They will foster a culture of collaboration, guiding others to overcome barriers and identify opportunities for teamwork. Additionally, they will demonstrate flexibility and adaptability by quickly adjusting systems and processes to align with changing priorities and situations. Qualifications and Experience Mandatory A Bachelor of Civil Engineering or equivalent. Desirable Extensive civil design development and project management experience.
